NGCT Society and UPES Dehradun are committed to Quality Education and Research in India and abroad. Overwhelming success of previous editions of NGCT Conferences, NGCT Society and UPES announces 4th International Conference on Next Generation Computing Technologies, (NGCT’ 2018). Objectives of NGCT’2018 will focus on experimental, theoretical and application aspects of innovations in Computational Intelligence. This Conference aims to create a community of researchers, scholars and experts from academia and industry working on Computational Intelligence and its applications in Informatics, Imaging and Machine Vision, Language Technology, Smart Applications and E-commerce, Networking and High Performance Computing domain and share most recent and latest research findings. Authors across the globe are invited to submit their research proposal/papers which are not simultaneously under consideration with any other journal or conference.
Can computers be intelligent?
In the mid-1900s, Alan Turing gave much thought to this question. He believed that machines could be created that would mimic the processes of the human brain. More than sixty years later his statements are still visionary and motivating researches to make the computer intelligent.
Computational Intelligence(CI) is a subfield of Artificial Intelligence(AI) and an adaptive mechanism that exhibit an ability to learn or adapt to new situations, to generalize, abstract, discover and associate. Computational Intelligence has five main paradigms, namely artificial neural networks (ANN), evolutionary computation (EC), swarm intelligence (SI), artificial immune systems (AIS), and fuzzy systems (FS). These CI paradigms have been applied successfully to solve complex problem in the field of Robotics, Speech Analysis, Medical Science, Automobiles, Recommendations, Natural Language Processing, Computer Vision and many more. Advancement in the computational power and the availability of data; ignited the Computation Intelligence research field.
With spirit of multidisciplinary applications of Computational Intelligence and quest for innovative and promising research contributions, theme of NGCT’2018 has been decided to Computational Intelligence.
University of Petroleum and Energy Studies (UPES) was established in the year 2003 through UPES Act, 2003 of the State Legislature of Uttarakhand. With an ambitious vision and unique approach, UPES emerged as an innovative institution offering programs that are specifically designed for core sectors with high growth projections. The university endeavours to be recognized as 'Nation Builders University' with a progressive vision of creating specialized professionals in the core sectors that can contribute in the economic growth of the country.
Focused on the requirements of the future, UPES offers a wide spectrum of globally competitive undergraduate, postgraduate and doctorate programs in various growth sectors of engineering, management , law and design studies. The university’s objective is to develop domain specific and competent technocrats, professionals, and managers who are ready to join the core industries.

School of Computer Science (SoCS), is an academy-industry alliance between UPES and IBM India aimed at developing a dynamic platform for next generation students to acquire high end IT education at graduation level.
SoCS introduces and trains the students with Information Technology platform skills essential for the IT professionals. Information Technology plays a crucial role in the functioning of any organization. SoCSE offers well designed and specialized programs that provides appropriate skills and helps in becoming a competent IT professional. These programs are expected to add to the inclination of the recruiters towards the students, ready and aligned with the skills required for the IT industry.
The School provides the students with a sophisticated learning environment, equipped with all essential learning tools and facilities. There is an advanced computing centre with 24 hours Wi-Fi connectivity and conducive ambiance. The online ERP system for academic monitoring, iCos platform, and LMS tool make the unique process of learning.

Marcin Paprzycki is an Associate Professor at the Systems Research Institute, Polish Academy of Sciences. He has an MS from Adam Mickiewicz University in Poznań, Poland, a Ph.D from Southern Methodist University in Dallas, Texas, and a Doctor of Science from the Bulgarian Academy of Sciences. He is a senior member of IEEE, a senior member of ACM, a Senior Fulbright Lecturer, and an IEEE CS Distinguished Visitor.
He has contributed to more than 450 publications and was invited to the program committees of over 500 international conferences. He is on the editorial boards of 15 journals.

Title of Deliberation: Towards Semantic Interoperability in the Internet of Things Ecosystems
Prof. Dr. E. G. Rajan, B.Sc., D.M.I.T., M.E., PhD, FIE is the Founder President of the Pentagram Research Centre (P) Ltd., Hyderabad, India. He is an Electronics Engineer and a Professor of Signal Processing having about 30 years of experience in teaching, research and administration. He has a number of publications to his credit. He is a professional member of ACM and he is an editor of the journal of AMSE, Barcelona, Spain. He received his Ph.D degree in Electrical Engineering, (Signal and Image Processing), from Indian Institute of Technology(IIT), Kanpur, U.P., M.E. degree in Applied Electronics, from Madras University, the then famous DMIT in Electronics Engineering from the Madras Institute of Technology, Chromepet, Madras and B.Sc degree in Physics from Madras University. His contribution to the state-of-the-art of Electronic Warfare has been well recognized in the Government and industrial sectors. He was a noted teacher in the department of Electrical Engineering of the Indian Institute of Technology, Kanpur. He received Distinguished Scientist and Man of the Millennium Award from WhoisWho Bibliographical Records,Cambridge,2000.
He authored many books like, Symbolic Computing Signal and Image Processing, Electronic Order of Battle Records of Military Radars, Computers and Information Technology and Foundations of Information Technology. He is the father of a novel paradigm Symbolic Computing In the Framework of Markov⢠A´Zs Constructive Mathematical Logic. Two of his fifty Ph.D scholars are involved in the design of digital circuits using organic molecules and some of them are working in the novel area of Genomic Signal Processing. He has brought out more than 25 original concepts. One such concept is Codon Space, which advocates the theory of Life Forms as Subspaces of the Information Space called Codon Space. Another concept is a Mathematical Transform, which goes by his name as Rajan Transform. This transform is ideally used for Pattern Recognition and Analysis purposes. He leads the company in his own professorial style and the company is technically strong and steady.
Title of Deliberation: Crime Prediction Support System- An AI Based Approach
Dr. Phatak earned his Bachelor’s degree in Electrical Engineering from SGSITS Indore in 1969, and his M Tech and Ph D from IIT Bombay. He has served IIT Bombay since 1971. Upon superannuation in 2013, he was reappointed as a Professor, relinquishing this position on 2 April 2018. He has headed several academic units, and was the first Dean of Resources of the Institute. He held ‘Subrao M. Nilekani’ Chair from 2000-2013. He is regarded as the pioneer of Smart Card usage for financial transactions in India. In 1999, he started an IT incubator to foster innovation through start-up companies. He set up the Affordable Solutions Lab (ASL) at IIT Bombay in 2000.
In March 2012, he was given the responsibility to execute the prestigious Aakash tablet project. He has been an Open Source evangelist, and has popularized use of open source knowledge content and software. He started the country’s first interactive Distance Learning program using VSATs in 2000. He executed the T10KT (Train 10,000 Teachers at a time) project, in which more than 1,50,000 teachers have been trained. Since 2012, he has been working on MOOCs (Massive Open Online Courses). A blended MOOC model suggested by him is being rolled out using IITBombayX.
He has been an advisor and consultant to many organizations and Ministries on issues related to IT. He has served on the boards of several companies and Institutions, including IDBI Bank, Bank of Baroda, UTIISL, IDRBT, NIA, IGNOU, IIT Gandhinagar, and NIT Agartala. He currently serves on the boards of HDFC AMC, MKCL, ReBIT, IBPS, PSL, and VJTI.
He is a recipient of the “Excellence in Teaching” award and the “Industrial Impact Research Award” from IIT Bombay. He was elected Fellow of the CSI in 1999, and Fellow of the IETE in 2000. He was listed amongst fifty most influential Indians by Business Week in 2009. He was conferred Life Time Achievement Awards by Skoch Foundation in 2003, by Data Quest in 2008, by ‘Dewang Mehta Business School Awards’ in 2010, by Interop in 2014, by IIT Bombay in 2014, and by CSI in 2018. He was conferred Padma Shri by Govt. of India in 2013.

Anurag Mishra is currently working as an Associate Professor in Electronics in Deendayal Upadhyay College, a constituent college of University of Delhi. His research interests are Machine Learning, Soft Computing and their applications in Information Security, Image and Video Processing, Pattern Recognition and Bug Triaging to be specific. He along with his team of researchers has developed some novel intelligent watermarking schemes by using a new class of Single Layer Feedforward Neural Networks called Extreme Learning Machine and its variants for uncompressed and compressed images and video.
He has published about 60 research papers in international journals and conferences of repute which has resulted in good citations by the community. His work on watermarking schemes developed by using GAs and other meta-heuristic techniques is also well acclaimed. He is a reviewer of papers for many prestigious journals and books for reputed publishing houses. Presently, he is working on few problems of software testing, pattern (face) recognition using some advanced protocols and high speed image transmission over wireless channels. He is a member of IEEE and International Institute of Informatics & Systemics (USA).
